The National Training Council (NTC) is a statutory office under the Ministry of Labour and Employment, mandated to provide national leadership in the coordination, regulation, and promotion of human resource development (HRD) in Papua New Guinea.
Established to ensure the country’s workforce development aligns with national priorities and industry demands, the NTC oversees training policies, accredits training providers, and collaborates with both public and private stakeholders to improve the quality and relevance of skills training in PNG.
The National Training Council is a statutory body legislated through an Act of Parliament in 1991, following the adoption of the National training Policy in 1989.

The NTC was established under the National Training Council Act 1991. It is governed by a multi-sectoral board comprised of representatives from government agencies, private sector employers, training institutions, and civil society.
The NTC Secretariat, housed within DLIR, implements the Council’s decisions and coordinates all HRD-related programs and partnerships at the national level.
